October 27, under the chairmanship of the head of JSC NC Kazakhstan Temir Zholy Kanat Alpysbaev held a meeting on the organization of grain transportation of a new crop.
The meeting was attended by representatives of JSC NC Food Corporation, Aktau International Sea Trade Port and Sea Northern Terminal, JSC Astyk Trans, as well as large companies engaged in the grain market.
K.Alpysbaev noted the importance of discussing issues of ensuring the rhythm of grain shipment and the development of measures to improve situation in providing wagons and price parameters to the wagon park that have developed in the market.
"The existing park, which is about 9,700 grain carriers, can provide transportation of the whole harvest, both in the domestic and export directions," K. Alpysbaev said and stated that currently about 1100 wagons are idle in the port of Aktau.
"Due to uncoordinated actions between shippers and consignees of cargoes, congestion of wagons at port terminals has been formed, awaiting transshipment to the ship with export deliveries. As a result, difficulties arise in the organization of the transportation process and the provision of transportation services, "K. Alpysbaev noted in this connection.
"To resolve the situation in the port Aktau, it is necessary until November 1 to ensure readiness for receiving grain in terminals, confirming freight, rationally using the fleet of cars," K. Alpysbaev said and stressed that "all participants in the transportation process must show mutual responsibility."
According to the director of the department of JSC "KTZ-Freight Transportation" D. Nigmetov, as of October 27 of this year, consignors declared for transportation more than 1.2 million tons of grain, including for export - 836 thousand tons. In October this year it is planned to provide for the loading of more than 800 thousand tons. The existing grain storage fleet can provide transportation of up to 1 million tons of grain per month provided that the norms of turnover of wagons are observed.
According to the JSC "KTZ-Freight Transportation", the waiting period of wagons in anticipation of loading increased on average from 2 to 5 days and often up to 15 days. This is due to the simultaneous presentation of grain for transportation, without taking into account the technical capabilities of the infrastructure and planning of transportation by existing rolling stock. As a result, there is a loss of loading resources and an artificial shortage of wagons is created.
Representatives of LLP KTZ Express Shipping, JSC Akbidai Terminal, LLP Joint venture DEN, JSC Astyk Trans, grain traders, car operators and others spoke at the meeting.
At the end of the meeting, the head of the Company noted that such meetings with grain owners and traders will be held on a regular basis, they will be held in all regions of the republic in the near future.
"The national cargo carrier is ready to constantly maintain a dialogue with all interested parties to ensure a clear organization of transportation of grain of a new crop," K. Alpysbaev stressed.
